Shape the future of FM Consultancy at BWA

Are you an established facilities management professional ready to take the next step into a highly influential consultancy leadership role? BWA (Europe) Ltd is looking for a Senior Facilities Management Consultant to lead, develop and grow our FM Consultancy division.

This is more than a project delivery role. It is an opportunity to shape the future direction of our FM consultancy service, strengthen our position in the market and lead the delivery of strategic, commercial and operational solutions for clients with complex property portfolios.

The successful candidate will combine strong facilities management expertise with commercial awareness, excellent consultancy skills and the confidence to develop lasting relationships with senior clients and stakeholders.

About BWA

BWA is an established, independent practice of Chartered Surveyors and Building Economists, regulated by RICS.

Since 1969, we have provided independent consultancy advice on the financial and management aspects of developing, operating and using land, buildings and facilities. Our practice crosses the traditional boundaries between construction, real estate, facilities management and management consultancy, allowing us to provide clients with a genuinely integrated, whole-life perspective.

We work with organisations across the public, private and third sectors, including government departments, local authorities, universities, healthcare organisations, financial institutions, major corporations, property owners and organisations responsible for complex and multi-site estates.

Our approach is professional, practical and personal. We combine detailed analysis with strategic thinking to help clients improve performance, manage risk, control costs and achieve long-term value from their property and FM arrangements.

The role

Working closely with BWA’s Directors and wider consultancy team, you will take responsibility for leading the FM Consultancy division. You will oversee the successful delivery of existing commissions while developing new opportunities, expanding our service offering and building a strong pipeline of FM consultancy work.

The role will cover a broad range of strategic and technical FM consultancy services.

You will be expected to provide informed, independent advice rather than simply applying standard solutions. You will understand each client’s business objectives, operating environment, risk profile and estate requirements before developing practical and proportionate recommendations.

You will be highly  IT literate: able to use AI, manipulate mega-data sets, etc.

Key accountabilities

Lead and develop the FM Consultancy division

  • Develop and implement a clear growth strategy for BWA’s FM Consultancy service.
  • Identify emerging client requirements, market opportunities and potential new service areas.
  • Strengthen BWA’s profile as a provider of independent, strategic FM consultancy.
  • Build and develop the FM consultancy team as the division grows.
  • Mentor colleagues and support the professional development of less experienced team members.
  • Work collaboratively with BWA’s cost consultancy, quantity surveying, project management and wider property teams.

Deliver high-quality consultancy assignments

  • Act as project director or lead consultant on complex FM commissions.
  • Develop FM strategies, policies, governance arrangements and target operating models.
  • Review existing FM delivery arrangements and identify opportunities to improve performance, compliance, service quality and value for money.
  • Prepare business cases, options appraisals, feasibility studies and board-level recommendations.
  • Develop service specifications, performance regimes, tender documents and evaluation methodologies.
  • Lead or support procurement exercises for hard FM, soft FM and integrated FM services.
  • Advise clients on appropriate contract structures, commercial models, risk allocation and performance mechanisms.
  • Support mobilisation, transition, contract implementation and organisational change programmes.
  • Review asset information, maintenance strategies, lifecycle plans, CAFM systems and management information.
  • Develop benchmarking models, budgets, cost reduction strategies and performance improvement plans.
  • Produce clear, evidence-based reports and presentations for senior decision-makers.

Build trusted client relationships

  • Act as a trusted adviser to senior client representatives, property directors, FM leaders, commercial teams and operational stakeholders.
  • Facilitate workshops, interviews and stakeholder engagement sessions.
  • Translate complex FM, commercial and technical matters into clear recommendations.
  • Manage client expectations and maintain strong communication throughout each commission.
  • Identify opportunities to provide additional support where this would deliver genuine value to the client.
  • Represent BWA professionally at meetings, conferences, networking events and industry forums.

Support business development

  • Develop relationships with existing and prospective clients.
  • Identify and pursue consultancy opportunities across the public and private sectors.
  • Lead or contribute to bids, tenders, framework submissions and fee proposals.
  • Develop scopes of service, delivery programmes, resource plans and commercial proposals.
  • Produce thought leadership, case studies and market-facing content.
  • Support strategic partnerships with complementary consultants and specialist service providers.
  • Maintain an appropriate pipeline of opportunities and contribute to divisional revenue and profitability targets.

Maintain professional and commercial standards

  • Ensure commissions are delivered to agreed scope, programme, budget and quality requirements.
  • Maintain effective project governance, risk management and document control.
  • Monitor project financial performance, resource requirements and fee recovery.
  • Ensure advice is consistent with relevant UK legislation, recognised standards, professional guidance and industry good practice.
  • Maintain high ethical and professional standards in accordance with BWA’s obligations as an RICS-regulated practice.
  • Promote continuous improvement, knowledge sharing and consistent quality across the division.

Qualifications and experience

Essential

You will be able to demonstrate:

  • Substantial senior-level experience within facilities management consultancy, client-side FM, property consultancy or a comparable strategic advisory environment.
  • A strong understanding of both hard and soft FM services.

  • Excellent report-writing, presentation, workshop facilitation and verbal communication skills.
  • Strong analytical and problem-solving capabilities.
  • The confidence and motivation to develop a service line and generate new business.
  • A relevant degree, professional qualification or equivalent senior-level industry experience.
  • A willingness to travel to client sites throughout the UK when required.

  • membership of CIBSE, CIOB or another relevant built-environment professional body; or
  • another recognised qualification in facilities management, property, engineering, construction, asset management or business management.

Equivalent professional experience will also be considered.

Desirable experience

Experience in one or more of the following areas would be advantageous:

  • Central government, local government or wider public-sector estates;
  • education, healthcare, justice, heritage or secure environments;
  • complex commercial or corporate property portfolios;
  • target operating model development;
  • FM service transformation and organisational change;
  • mobilisation and transition of outsourced FM contracts;
  • lifecycle planning and asset investment modelling;
  • FM cost benchmarking and “should cost” modelling;
  • CAFM, IWMS, asset data and digital FM systems;
  • NEC, JCT or other relevant FM and property contract forms;
  • sustainability, net zero, carbon reduction and social value;
  • familiarity with ESG;
  • familiarity with H&S regulations generally, but specifically in relation to M&E maintenance;
  • public procurement and competitive tendering; and
  • development of consultancy teams or specialist service lines.

The person we are looking for

You will be strategic but practical, commercially aware and comfortable working with detail.

You will be someone who can challenge established thinking constructively, develop solutions from complex or incomplete information and communicate recommendations with clarity and confidence.

You will enjoy combining technical consultancy with client development and team leadership. You will also recognise the value of working within an independent practice where ideas can be implemented quickly and where individual contribution is visible.

Above all, you will share BWA’s commitment to providing clients with independent, evidence-based advice and a professional, responsive and personal service.

Why join BWA?

This role offers:

  • A genuine opportunity to lead and shape an established FM consultancy service.
  • Direct access to BWA’s Directors and involvement in strategic business decisions.

  • The opportunity to work alongside experienced property, construction and cost consultancy professionals.
  • A collaborative environment in which specialist expertise and new ideas are valued.
