Project Jaguar partners announced

The Carillion led consortium, now named Monteray, which is preferred bidder for BT’s facilities management outsourcing initiative Project Jaguar has announced the two companies which will become Regional Service Providers (RSPs) alongside the consortium partners themselves.

Carillion Services, Haden Building Management and Reliance Integrated Services, responsible for two regions each (see below) will be joined by MITIE and Rentokil Initial. The RSPs will procure a range of services, including building reactive maintenance; routine M&E maintenance; minor plant replacement; minor works; cleaning and security.

Monteray says that the BT contract – worth an estimated £500 million over five years with an evergreen clause – is on course for implementation across the 8,000-plus buildings in BT’s property portfolio. Irene Masterton, Mobilisation Project Director at Monteray, said: "We are excited by the fact that many leading companies have joined us in what represents a new wave in the provision of corporate FM. The formula is simple. We will deliver to a guaranteed maximum price, provide innovative solutions through eight RSPs and reduce costs for BT."
The lead partners for the eight RSPs are:

  • RSP 1 - S Wales and S West - Haden
  • RSP 2 - N Wales and West Central - Reliance
  • RSP 3 – North - Carillion
  • RSP 4 - Scotland and North East - Mitie
  • RSP 5 - East Central - Reliance
  • RSP 6 - London and NW - Haden
  • RSP 7 - London and NE - Carillion
  • RSP 8 – London and SE - Rentokil Initial


According to Masterton: "We have been involved in a dialogue with a number of BT’s existing suppliers to develop the RSPs. The need to understand a radically different approach to the provision of FM has been a major factor in the decision-making process.’’ These discussions are now being finalised with supporting partners. "Once we have ratified all supporting partners across each of the eight RSPs, these will be announced. The final composition of RSPs has not been concluded. Investments made by partner stakeholders for funding their mobilisation costs will be recovered during the contract life."

Each RSP, according to Gordon Bryden, Managing Director of majority stakeholder Carillion Services, will contract to deliver the whole range of services in a region to agreed Key Performance Indicators and guaranteed maximum price: "They will be required to deliver year-on-year savings throughout the five-year contract. To achieve these savings, it will be necessary to change radically the way that services are provided. Our emphasis will be on people empowerment, multi-tasking and developing the virtual workstack which requires the adoption of technological innovation to enable each RSP to deliver these essential services.

"This model is the natural progression in the provision of fully integrated facilities services in large corporate estates," adds Bryden. ‘’Monteray is working with BT to develop the next generation in facilities management systems.’’
